Best Value is more thanchoosing the lowest price.
Kilako applies a structured Best Value process to expert selection so the project owner can evaluate capability, value, interview performance and price in a disciplined, measurable way.
Define what matters.Then compare value.
A Best Value process starts with a clear desired outcome and gives qualified experts an opportunity to demonstrate how they can achieve it. Price matters, but it is evaluated alongside the other factors that can determine project success.
Current Kilako weighting model.
Kilako currently uses four weighted factors in this configuration. The project owner determines the relative weight of each factor for the specific project.
Scope / Level of Expertise
The vendor demonstrates the expertise and proposed scope needed to meet the project requirement using verifiable performance metrics and relevant evidence.
Value Added
The vendor identifies additional options or benefits beyond the base requirement, supported by measurable value, cost or schedule impact, and references where applicable.
Interview
After the initial proposal evaluation, the top three finalists participate in interviews. Interview performance uses Kilako's 1–10 rating scale, with 1, 5 and 10 emphasized as the primary rating anchors.
Price
Kilako calculates the Price factor using the pricing methodology of the licensed Best Value Approach process. The calculation is applied consistently using the Owner-selected Price weighting, while the exact formula remains in Kilako's backend and audit logic.
The current four weighted categories can be adjusted by the owner while preparing the RFP. Their percentage weights must total exactly 100%.
Suggested starting point from the current KSM training example. The Owner can edit the weights for the RFP, and the four weights must total 100%.
A 1–10 rating scale with clear anchors.
Kilako emphasizes 1, 5 and 10 as the primary Best Value rating anchors while keeping intermediate ratings available when appropriate.
The proposed scope does not meet the requirement; for Value Added, the item decreases value for the client.
The information is vague or insufficiently verifiable, so the evaluator cannot determine the vendor’s expertise or added value.
Verifiable performance metrics clearly demonstrate the vendor can meet the requirement or deliver the claimed added value.
Evaluate the proposal before you know who submitted it.
Kilako separates the vendor's identity and price from the initial proposal evaluation. The project owner sees Vendor A, Vendor B, Vendor C and their scores while the system protects identity and pricing from the initial decision.
Price is calculated consistently.
Kilako calculates the Price factor using the pricing methodology of the licensed Best Value Approach process. The calculation is applied consistently to vendor proposals using the Owner's selected Price weighting.
Algorithmically Calculated
Price is calculated by Kilako rather than manually scored by evaluators.
Consistently Applied
The same licensed Best Value pricing methodology is applied across the competing proposals.
Audit Ready
The exact calculation and inputs remain in Kilako's backend and audit record without displaying the formula to Owners.
During evaluator scoring and interviews, raw pricing and Price-derived points remain protected.
Best Value continues beyond selection.
Kilako carries the licensed Best Value Approach workflow through Preparation, Selection, Clarification and Execution.
Prepare the RFP
Define the desired outcome, requirements, schedule and Owner-selected weights for the four Best Value factors.
Receive Project Capability Submittals
Vendors respond using the same structured format for Scope / Level of Expertise, Value Added and Price. Identity and cost information remain protected from evaluators.
Blind Evaluation
The Selection Board rates Scope / Level of Expertise and Value Added using verifiable performance information and the 1–10 scale with 1, 5 and 10 emphasized as anchors.
System Shortlist
Kilako produces the preliminary ranking and identifies up to three interview candidates. The system may use the protected Price factor in this ranking without displaying Price-derived points to evaluators.
Interview Key Personnel
Shortlisted vendor identities are revealed. The key person assigned to the project is interviewed, and each evaluator gives one overall 1–10 Interview rating.
Prioritization
After interview ratings are locked, Kilako assembles Scope / Level of Expertise, Value Added, Interview and the algorithmically calculated Price factor into the final prioritization.
Best Value Check
After Prioritization, the purchasing / Owner role applies the Best Value Check. The current KSM training example uses a preset 5% range and requires justification when the prioritized vendor falls outside it.
Verification / Dominance Check
Before Clarification, the purchasing / Owner role verifies that there is sufficient justification for selection of the potential Best Value vendor based on quality and cost.
Clarification, Award & Execution
One vendor enters Clarification to complete the project plan before award. After successful Clarification and award, execution is tracked through the Weekly Risk Report.
Everyone knows what information is available at each stage.
Kilako makes the evaluation sequence explicit for the project owner while protecting the integrity of blind evaluation.
Initial Proposal Evaluation
Vendor A / B / C, proposal content, owner ratings, initial score and ranking.
Company identity, vendor identity, actual price and price score.
After Top 3 Selection
The identities of the three selected finalists and their interview information.
Non-finalist vendor identities remain protected.
After All Three Interviews
All vendors, company identities, actual prices, completed weighted results and the prioritization ranking.
Nothing relevant to the final evaluation remains intentionally concealed.
Prioritization
Once the required Interview ratings are locked, Kilako combines the four weighted factors to identify the prioritized potential Best Value vendor.
Best Value Check
The prioritized Best Value vendor is compared with the next best value using the preset range established for the procurement. The current KSM training example uses 5%.
Verification / Dominance Check
The purchasing / Owner role verifies that there is sufficient justification for selection of the potential Best Value vendor based on quality and cost.
The process creates a record of how the decision was made.
After the final Best Value scoring, Kilako generates a Draft Decision Summary containing the evaluation history, scores, rankings, interview results, price information, and justification.
Simple, end-to-end planning.
After Prioritization, the Best Value Check and Verification / Dominance Check, one identified Best Value vendor enters Clarification to complete the project plan before award.
The Weekly Risk Report becomes part of execution.
Kilako carries the project into delivery rather than stopping when the vendor is selected.
The WRR is used throughout the project to track risks, deviations and performance through completion.
Apply the licensed Best Value Approach with confidence.
From RFP preparation through final project performance, Kilako is designed to keep the Best Value process structured, transparent and measurable.
